Public events, rallies, marches and community gatherings have always required careful planning. However, organisers today are operating in a very different environment to that of ten or twenty years ago.
From the introduction of Martyn’s Law to increased awareness of public protection, vehicle-related risks and major incident planning, organisers are increasingly expected to consider how they will manage safety and security throughout an event.
As a result, more and more events are choosing to work with SIA-Licensed Security Officers alongside their existing stewarding teams.
Public Events Have Changed
Community events remain an important part of life across Wales and the UK.
Whether it is a cultural festival, charity event, public march, rally or community celebration, organisers are now expected to consider a wide range of factors including:
- Public Safety
- Crowd Management
- Security Planning
- Emergency Procedures
- Communication Systems
- Risk Assessments
- Incident Response
For most events, security is no longer viewed as a last-minute consideration but as an important part of the planning process.
The Impact Of Martyn’s Law
The introduction of Martyn’s Law has increased awareness of public protection and event safety across the UK.
While the legislation focuses primarily on preparedness for major incidents, its wider influence has encouraged organisers to place greater emphasis on:
- Public Safety Planning
- Risk Assessments
- Incident Management
- Communication Procedures
- Security Provision
- Emergency Response Planning
As expectations continue to evolve, many organisers are seeking professional advice and support much earlier in the planning process.
Stewards And Security Officers Are Not The Same Thing
One of the most common misconceptions is that stewards and SIA-Licensed Security Officers perform the same role.
In reality, both perform valuable but often different functions.
Stewards may assist with:
- Information and directions
- Supporting visitors
- Route management
- Crowd guidance
- General event support
SIA-Licensed Security Officers may assist with:
- Access Control
- Incident Management
- Conflict Resolution
- Security Concerns
- Restricted Areas
- Emergency Response Support
The most effective events often combine both, allowing each group to focus on their areas of responsibility.
Learning From Real Event Experience
Recently, Castell Security Ltd provided SIA-Licensed Security Officers and radio communications support for a large public march and rally in Aberystwyth.
The event was extremely well organised and benefited from an experienced stewarding team, supported by Dyfed-Powys Police, medical providers and event organisers.
One of the key lessons from the event was the importance of flexibility and communication.
As the day progressed and the rally phase began, our team carried out a dynamic assessment of the event environment. The majority of operational areas were already well covered by stewards, police and other event personnel.
Following discussion within our team, it was agreed that the stage and speaker area would benefit most from an additional visible security presence. Our officers were therefore redeployed to support that area while other agencies continued managing their own responsibilities elsewhere within the event.
There were no incidents or concerns that prompted this decision. Instead, it reflected a proactive approach to event security, ensuring resources were positioned where they could provide the greatest benefit while complementing the work of organisers, stewards, police and medical teams.
Communication Is Often The Most Important Tool
For many public events, communication can be just as important as security personnel.
Having effective communication systems allows organisers, stewards, security officers and other agencies to share information quickly, coordinate resources and respond appropriately should circumstances change.
Even at well-organised and family-friendly events, good communication helps support smoother decision-making and better collaboration between everyone involved.
Security Is Not Just About Enforcement
At public marches, rallies, festivals and community events, security should not be viewed purely as enforcement.
Professional security personnel can also provide:
- Reassurance
- Support To Organisers
- Support To Stewards
- Public Welfare Assistance
- Visible Presence
- Incident Management
- Communication Support
The goal is not simply to respond to problems, but to help create a safe and welcoming environment where attendees can enjoy the event with confidence.
Looking Ahead
As public events continue to evolve, expectations around safety, security and public protection are likely to increase further.
Whether supporting a community celebration, cultural event, public march, rally or large-scale gathering, professional SIA-Licensed Security Officers can provide valuable support alongside organisers and stewarding teams.
By combining effective planning, strong communication and appropriate security measures, organisers can help create safe, successful and enjoyable events for everyone involved.
